  Hire a full time Distance Learning Coordinator. Fall, 2001
  Adopt the Gavilan definition of distance learning as online, televised, and other yet-to-be modes of learning for which teacher and students are not physically in the same location. (not adding online components in traditional classes.) Fall, 2001
  Request that the Curriculum committee, Faculty Senate and Office of Instruction support the development of distance learning with the long term goal of offering degrees and certificates online.  Fall, 2001
  Join the Consortium for Open Learning, which exists to cross-promote their distance learning classes and share pedagogical expertise.  Spring, 2002
 District Pledge that online information about students will remain off limits for any college or outside promotional purposes without student consent.  Fall, 2001
 District Develop a policy on how to charge out of state students who wish to take distance learning courses from the college.  Fall, 2002
  Collect data continually on distance learning classes with an eye to reaching new students and improving instruction and logistics.  Fall, 2002
    
 

Adding Computer Components to Existing Courses or Hybrid Courses 
 
  Modify the Methods of Instruction section on our Curriculum Form B to include choices such as: electronic bulletin boards, email contact, synchronous conferences online, online tutorials, online research, online projects, multimedia presentations, in addition to the more traditional ones.  Fall, 2001
  Encourage distance learning methods in all classes at every level and provide on-going training to all instructors to make good use of technologies involved, whether or not their classes are strictly distance learning.  
     
 

 Online Courses / Televised Courses
 
  Structure distance learning courses to include substantial faculty-student and student-student interaction. That quality instruction and improved student distance, rather than high enrollment, motivate Gavilan's efforts.  
  In order that distance learning at Gavilan be accessible to our students, we recommend that email and web capacity be the standard format.  
  Use the customary curriculum channels to approve any distance learning curriculum before being offered at Gavilan. We recommend that the determining factor of an online or televised course be a significant change or decrease in the number of weekly face-to-face contact hours.  
  Draft a separate form (Form D?) for Distance Learning course approval process and encourage adoption by the curriculum committee, administration, and board. Fall, 2001
  Develop special student and instructor evaluations for distance learning and use them at once.  Fall, 2001
  Widely publicize the online courses once the schedule of classes is established.  
     
 

 Negotiable Items (that need to be addressed)
 
  Instructors be given reassigned time, or equivalent (20% release time for 3-unit course) Time to be taken either the semester before the class is taught, or the 1st semester it is taught.  
  The traditional class size limits apply to distance education classes (unless instructor waives the limit).  
  Required office hours remain the same although they may be online for the percentage of online classes taught.  
  Distance Ed. Assignments should be voluntary, and unwillingness to participate in distance education should not be a negative aspect in an instructor's evaluation.  
  That no faculty members be displaced because of distance education.  
  That instructors retain full copyright to the classes they develop, but grant Gavilan College non-exclusive rights to use the course as long as the instructor remains at the college.  
     
 

 Instructional Recommendations Involving Online Courses
 
  Develop a list of guidelines to assist distance-learning instructors.  Spring, 2002
  Develop a distance-learning handbook for students.  Fall, 2001
  Develop online student services to include: online registration, counseling, tutoring, and financial aid.  A.S.A.P.
  Provide adequate ongoing training and support with available technicians in order to maintain quality online courses.  
  Develop all distance learning courses with sensitivity to students with disabilities, in compliance with the Americans with Disabilities Act.   
  Use incentives so "distance ed pioneers" will be able to spread their expertise to others. These might include: cash incentives from the Technology Training Fund or Staff Development Fund, software, hardware, and/ or reassigned time.  
  Create jointly developed web pages, such as one on writing an essay test, for college-wide use.  
  The CMAP project provide sufficient bandwidth to support digital video capabilities now and in the future.
