Volunteers needed for Measure E Citizens Oversight Committee

At their January board meeting, Gavilan College trustees voted to begin forming the Citizen's Oversight Committee that will oversee expenditures if Measure E, the Gavilan College Facilities Improvement Bond, is approved by the voters in March. Applications for the committee will be solicited prior to the election so that if Measure E is approved, facilities improvements can begin right away.

The Citizens' Oversight Committee has three purposes: to inform the public about the expenditure of bond revenues, to review and report on the proper expenditure of taxpayers money for school construction; and to advise the public as to the Gavilan Joint Community College District?s compliance with the Proposition 39 requirements as contained in the California Constitution.

Committee members will receive and review copies of the annual, independent performance and financial audits, inspect school facilities and grounds to ensure that bond revenues are expended properly, receive and review copies of any deferred maintenance proposals or plans developed by the Gavilan Joint Community College District, and review efforts by the Gavilan Joint Community College District to maximize bond revenues by implementing cost-saving measures.

The committee shall consist of at least seven members, to be selected by the board of trustees, to serve for a term of two years and not for more than two consecutive terms. Members shall serve without compensation.

The committee shall be comprised of at least one member active in a business organization representing the business community located within the district, one member active in a senior citizens?organization, one member active in a bona fide taxpayers? organization, one member a student both currently enrolled in the Gavilan Joint Community College District and active in a campus group (who may serve up to six months after his or her graduation), and one member active in the support and organization of a district. No employee, official, vendor, contractor, or consultant of Gavilan Joint Community College District may be appointed to the committee.
